In a rare move for this progressive leader, New York City is targeting the perpetrators of crime and violators of court orders, attempting to force their compliance. It's not yet clear whether NYC aims to hold them accountable for their actions or simply is looking to reduce the city's stockpile of drugs for the mentally ill. Lawmakers in the state have been erratically walking around their chambers, bumping into things, as they ponder what to do with their draft legislation to hold trains responsible for deaths of its citizens.
