Pennsylvania makes some changes regarding lawful concealed carry on public college campuses. This is not nearly as free as what Texas has done. Policymakers made it clear that “I can assure you that we have done everything to implement the strongest policy possible, while staying in compliance with constitutional rights.” I'm not sure about that compliance with constitutional rights part. I think that battle is in our future.
The reasons I challenge the constitutional compliance part are that "any university employee or student with a legal permit and “compelling" personal safety reasons can request authorization from campus police on a case-by-case basis" and because they still restrict carrying in certain parts of the campus vital to being a student which basically makes it meaningless.
The constitutional right to "keep and bear arms" is not contingent upon having "compelling personal safety reasons" and using it to "request authorization".
Also, how can it be a constitutional right to carry at home, to and from campus, in the outdoor open areas of the campus but not in the classroom, dormitory or dining facility or other areas? Do they really want a bunch of firearms in cars in the parking lots while students attend class, eat and study? That's more of a danger of contributing to firearms violence through theft than is having them in the possession of lawful and licensed citizens and it does nothing to protect a female student leaving the library at night on her way to her car.
It was heartening to read this: "The policy change was made following a determination by the Pennsylvania State System of Higher Education (PASSHE) that a blanket prohibition against the possession of weapons on campus is legally unenforceable." Let's hope that reason carries beyond this university and state.
